Dear Neighbors,
As part of their master plan process, CDD has proposed an Affordable
Housing Overlay that would cover all of Res. A and B. It would over-ride
all current zoning and allow developers to build 4-story, 8-unit apartment
buildings anywhere, as long as they are 100% affordable units, similar to
the State's 40B program. They are proposing 11-story buildings for Harvard
Square. Don't be fooled by the overlay's name. Both CDD and the planning
board admit that it will provide very little affordable housing.
The projects would be built "by right" and not allow communities to have
any input. This has not been tried anywhere else in Massachusetts. The
planning board voted against it on Thursday because they said it wouldn't
allow them to make design recommendations. CDD will accept input through
October. The city council will vote on this in March. Marc McGovern has
already come out in favor of it. There is almost 100% opposition from
neighborhood groups.
You can see an example on p. 19 of the attached presentation for our
neighborhood. Anyone who lives on either side of one of these buildings
would be subject to all current zoning, but that building could ignore
height and other restrictions. Because of the high cost of land we could
expect them to cover the entire lot and remove all yard and trees. They
will not be required to provide parking except one or two spaces so the
rest would spill out onto the street. Harvard Neighborhood Assn has created a map of how it could affect our neighborhoods.
