The plumber's here, and he verified that the shutoffs under the kitchen sink are indeed not closing all the way. When you don't know a domain all that well, you can come up with a logical explanation for something, but there's always this feeling that you might be missing something.
So whatever else happens with this visit, at least we got that right.
