The arches in
Escuela Primaria Emiliano Zapata are a great example of form overcoming texture and color (that of plain concrete) to actually make a space uplifting. I work near Boston City Hall and hear a lot of complaints about it, and I think there is some interesting form there, if you look closely, but it can't overcome the color and texture (that of plain concrete) nor the cultural fact that lots of prisons look like that.
