“From now on all musical, vocal and choreographic works should correspond to a tempo of 80 to 116 beats per minute,” Chechnya’s Culture Ministry said in a statement.Weirdly specific, and of course, misguided. Any tempo can be expressed as being in that range. Something that’s thought of as 160 bpm can be 80 bpm if you just say the quarter notes are actually eighth notes. Something that’s 72 bpm can be 96 bpm if you cast quarter notes as quarter notes tied to triplet eight notes. I’m sure they’re not going to entertain technical arguments like that, but if they were, you could also just say you were listening to “sound art” rather than music.
