I thought about why Netanyahu seems more blatantly aggressive than Putin, who is waging an all-out war. It's because Ukraine is also waging an open war, making stuff like this harder for Russia to do. Whereas Palestine and Lebanon aren't waging an open war, which might counterintuitively make Lebanon more safe. (I don't know about Gaza; I think if they had a unified war effort, they might literally get wiped out.)
