In 1932, the conservative chancellor Franz von Papen lifted Weimar era ban on the SA (browshirts) causing street fights & unrest in the cities of Germany's biggest state, Prussia, the stronghold of Social Democratic opposition. In reaction to the unrest, the chancellor then declared state of emergency, allowing the federal government to usurp power away from the state and "federalize" power. The Social Democratic led state of Prussia challenged this in court -- but the conservative national government won with the
soon to be infamous Carl Schmitt arguing its case.
