I applied to Twitter's developer program so that my bots can use the webhook API (a substitute for the recently deprecated streaming API) to reply to people a couple of weeks ago. This is the response I got:

They don't say what is in violation of the policy. Am I supposed to guess at random and resubmit applications? To me, it sounds like they just don't want people to develop for their platform.
